Literature on First Responders and Public Safety Radio Interoperability

March 25, 2004 - "Interoperability on Wheels" Panel at the International Wireless Communications Expo and Conference (IWCE) in Las Vegas
Radio System Marketing chaired the "Interoperability on Wheels" presentation at the IWCE Conference in Las Vegas, with participation on the panel by Tom Tolman, Director of National Law Enforcement and Corrections Technology Center. RSM shared its experience of building interoperable mobile communications platforms to Public Safety Agencies and First Responders. The focus of the presentation was RSM's affordable and do-it-yourself approach towards solving interoperability problems at small- and medium-sized agencies. RSM showed how budget- conscious agencies can start building mobile radio communications racks that fit inside their existing SUV, van, or bus, etc. and incrementally expand their systems with low-cost satellite communication, Wireless LAN, Voice over IP and access to Public Telehone Networks, broadband wireless access for Video, Images, and High Speed Data / Internet / Intranet and Field Reporting applications.

May 2003 - Oregon "Small Town" Homeland Security Exercise
Radio Systems Marketing participated in the planning and supported the deployment of an interoperable mobile communications architecture for a Homeland Security Exercise in Coos County, OR. RSM's support included the provision of an interoperable radio gateway, two satellite communications systems, wireless local area networks, wireless LAN laptop cards and wireless LAN telephone sets. This document describes how several agencies in Rural America carried out a complex Homeland Security exercise on a shoestring budget, and prepared themselves to respond to a broad range of future threats and attacks.

March 2003 - Briefing to Congress members, staff, and production of Congressional Draft Document on Interoperability
In February 2003 RSM's Ramon Abelleyro participated in several meetings with Senators, Legislative Directors, Directors of Staff and other Congressional Staff in Washington DC. The focus was on Public Safety and First Responder mobile radio communications and interoperability issues. Read about the difficult choices and dilemmas faced by the Government and Legislators.

September 2002 - Briefing on interoperability to National Guard Commanders in charge of Weapons of Mass Destruction Civil Support Teams from around the country.
RSM's Ramon Abelleyro was invited to brief National Guard's Commanders on several aspects of interoperable radio communications, describing different technologies and approaches and providing some insight on how interoperability issues will be addressed in the future. This presentation was then used several times for other briefings to Public Safety agencies in several cities.

November 1998 - Radio Systems Marketing Developed, built and demonstrated an interoperable mobile computing platform on wheels in New York.
This article includes copies of newspapers reports including pictures. This work was done for a major defense contractor and DARPA. At that time RSM worked with National Guard pioneers who were creating the first certified Rapid Assessment Initial Deployment (RAID) team, which were later re-named Civil Support Teams (CSTs).
