The charter of OSI includes to foster and support the development
of low cost interoperability solutions for First Responders and
Public Safety agencies. RSM recently supported OSI in the planning
and execution of a Homeland Security exercise in rural Oregon with
the participation of many Local, State and Federal Agencies.
The founder of OSI, Ann Steeves, was born, raised and worked for
many years inside the DC "beltway" holding TS clearances and serving
in different capacities at several levels of government and with
private organizations. She is now established i n a remote, rural
area of Oregon and is building an organization to provide small
Local and State agencies with the same level of technology and preparedness
that can be found at the most affluent Counties and Cities in the
US. OSI is facilitating the means for rural agencies to tap into
Federal resources, develop knowledge and deploy solutions that will
be second to none.

Seth Leyman runs the company and sets the example of how to provide
excellent technical value and customer service. We had many technical
and commercial discussions, maintained discussions while we both
worked during Christmas Eve, Christmas Day, New Year Eve and New
Year Day, and over many nights and weekends. Seth is there for C-AT
customers and often returns calls from his office during major holidays
and after hours. His customers are Public Safety Officers who are
also working when most of us are taking time off.

JPS is an established player in the interoperable radio gateway
market, they were pioneers in this field and have been providing
interoperable equipment for several years.
JPS is better known for its ACU-1000 switch, we choose that product
for the first unit we designed and built of a mobile command/control/communications
van for a major defense contractor. Lee Martin provided invaluable
help and support during that phase of design and initial construction.
JPS also has other excellent technologies including their own implementation
of Voice Over IP for interoperability, very innovative applications
for Wireless LANs inside large buildings and voter equipment for
simulcast radio systems.

Globalstar provides several voice and data satellite phones, modems
and car kits that can be used anywhere with no need to erect and
point antennas. Globalstar solutions are very cost effective to
purchase and operate, they require very moderate installation effort.
The Globalstar team is offering aggressively priced "always-on"
voice and data communications. They also provide exceptional support
and technical advice to anyone who has to meet the multiple challenges
of designing and deploying fault tolerant, mission critical links
for mobile communications systems in the field.
Globalstar provides higher data rates than any other similar systems
in narrow band, they offer 9.6 Kb/s nominal with a real throughput
of approximately 7.3 Kb/s. This is better than most CDPD implementations
that RSM had an opportunity to test and evaluate.
A new product now in beta testing allows to multiplex together
up to eight data channels to achieve rates between 50 and 60 Kb/s
from moving vehicles using omnidirectional antennas

Beatriz Sanchez provides excellent, above average customer service.
Her organization offers a field proven line of portable satellite
terminals operating with Inmarsat to transmit data, voice and compressed
video and images. These terminals were very extensively used by
the media during the recent events in Iraq
We were impressed with the pricing provided on several items by
SatCom Miami, but even more impressed with their support and superb
customer service. When RSM experienced problems with an expensive
satellite terminal caused during a demonstration, Beatriz Sanchez
approached the Director of Service at the factory overseas and secured
a return authorization and free repair of the unit. Furthermore,
she arranged for technical support specialists from the factory
to contact RSM to provide additional support and all the latest
software and firmware patches for the portable satellite unit. Neither
SatCom Miami or Beatriz Sanchez had ever sold anything to RSM, they
acted in good faith as it is their policy to support anyone who
needs help. We would recommend SatCom Miami to anyone requiring
cost effective satcom technology at reasonable cost and backed up
by one of the friendliest customer service organizations we encountered.

Telenor USA provides a comprehensive range of satellite communications
services for voice, data, video, images and telemetry.
Their Inmarsat M-4 service is a bi-directional 64 Kb/s link that
works almost anywhere on earth. The small antenna can easily be
aimed by unskilled personnel and be operational in less than five
minutes from arrival at an incident site. The M-4 provides single
channel ISDN service, day in and day out, it has the requisite reliability
to support any mission critical, fault tolerant system or application.
Unlike some derivatives from Satellite Internet communications,
M-4 is totally deterministic and it always provides the full 64
Kb/s bandwidth both ways. Using Voice Over IP it can support triple
AES secure Voice, Data and Compressed Video simultaneously. Telenor's
Dieudonne Kamara has supported multiple d emonstrations and system
tests and verifications carried out by RSM, they can provide a tailored
solution for voice, data, images and telemetry.

Truckvault designs and manufactures a line of cost effective, rugged
storage and workstation systems for vans and SUVs, most of their
sales are now to Public Safety agencies. They can provide an off
the shelf or customized solution to meet the requirements of agencies
building and installing interoperable radio systems and mobile command
posts on most commercial/SUV vehicles from all brands, from Ford
Crown Victoria cars to GM's Hummer H2's.
TruckVault has produced over 10,000 units since they started about
eight years ago, they offer great value and very sturdy and professional
construction. With templates to build to fit most of the commercial
vehicles, SUVs and Vans in today's market, they can quickly tackle
off the shelf and special made to order requirements. RSM tested
a TruckVault demo system over a period of several months and was
very pleased.
